The Barbara Bush Houston Literacy Foundation believes that the most significant improvement in literacy rates will occur when stakeholders representing education, philanthropy, faith, government, business, health, civic, nonprofit community-based organizations and citizens unite by using a collective impact framework in geographic areas where there is the greatest need.
